For, little by little, all human activities were taking their place in Her town, despite the twist exerted on all by the power of money which had returned to influence the choices and perspectives, directly or indirectly. However, the virtues of egoism were also recovering some of their habitual course, their most flagrant excesses serving to modulate the acceptance of what would have to be deemed as “normal”. A certain degree of control and supervision was proving indispensable to prevent and avoid an invasive display of the creations of this egoism, while preserving a balance between order and freedom, the natural and the construct, the fluid and the durable. In this regard and in deference to collective harmony, those rules that the planning team seemed intent on were generally accepted, as long as they did not bind themselves to an exclusive approach of the physical future.

R., as potential guide of an inclusive course, was not unanimously recognized : for that he would have had to know, precisely, how to integrate all the present aspects in one proposal of effectuation everyone could access and be part of. His claim to the approval of a divine authority did not seem sufficient to convince this odd assembly of diversely motivated individuals. Therefore he worked with the means which were held out to him : he accepted to sit on the Governing Board as the chief architect and obtained that the galaxy plan be made into law.
