But this was not yet enough, for he wanted the central monument to be clearly inscribed as the formal pivot of this urban reality, visible from every part : the existence of the outer gardens – of the Park of Unity – around the Oval now treated as an esplanade sculpted and moulded to support the golden sphere, appeared to him as a contradiction, an obstacle and a hindrance. Let the trees and parks of the town be distributed in outstretched arms or concentric segments amidst the buildings so as to enhance and complement them and provide recreational areas for their inhabitants, rather than obstruct the visual approach to the Temple, such was his wish.

But how to erase now what was already realized?

If, largely due to the persistent efforts of the pioneers and foresters to retain in the soil all the rain water and to regenerate the vegetal species on broad surfaces, the aquifers were now better fed, the devastating developments taking place in the region were jeopardizing what could have opened the way of a renewed equilibrium for all the environs. But the alternatives to conservation of the rain waters in the underground appeared as yet as either uncertain or hypothetical, or far too onerous; thus the possibility of a treatment plant for the sea-water from which filtered water could be pumped up to the plateau and distributed to the villages on the way, would require funding capitals quite formidable for the scale of this township in the making, however well-reputed. Moreover, the existing known methods of treating sea-water had proved noxious and harmful to the marine life and themselves consumed much energy = no alternative system had yet proven innocent.
