All of these measures had to be negotiated and viable legal formations had to be put in place; and thus, for the building of the temple, one would create a special Fund dedicated exclusively to that end and one would proceed in this fashion, step by step, for each domain of activity. In order to preserve and guarantee the independence indispensable to progress, one would thus gradually be led as if inexorably to a degree of complication quite formidable in proportion to the actual number of participants – and today the list of legal units and officially recognized groups is akin to a caricature.

But, at the beginning, each of these steps and definitions still appeared organic enough – born of living necessities and bearer of progressive dynamics.

The Government – and the outside world – demanded an identifiable and recognizable respondent able to speak for the whole community and in its name.

It would not be an individual, not even two: it would be a team.
