personnel, a Governing Board whose president and members would be chosen by the Ministry, also for four years, as well as an International Council; and on the side of the Community, the Assembly of Residents, an Action Committee, a Council for the internal affairs, a land and assets Managing Team, another for the planning and construction of the physical town and one more for the admissions. The persons potentially most influent on the side of the Government would be the Secretary and the Chairman of the Board, who could, depending on their interpretation of the rights and responsibilities legally attributed and of the nature and amplitude of the adventure, influence and partly determine the process of growth. The Chairman particularly must see to the effectiveness of the Government presence in terms of visible and sizeable fruits and, in this perspective, insist on an action plan and a time-table.
