However, the Government did keep its word and, in 1988, introduced in the Parliament a specifically formulated Act for the continued support and protection of Her international city, stipulating the formation of a unique Foundation in which would rest the legal rights of ownership of all assets as well as the responsibility to aid and assist the harmonious growth of the enterprise according to its ideals duly recorded as principles of action and development.
